David Leingang, MPA, CIA, CGAP, ACDA, Medicaid Program Manager

 

David is a Medicaid Program Manager at the Louisiana Department of Health (LDH), began March 2017, and former Sr. Data Analyst in the Data Analytics Unit in Performance Audit Services (PAS) and also part of the Medicaid Audit Unit in the Louisiana Legislative Auditor’s.  He began his career in Performance Audit in March 2010. Since then, he has worked as a Performance Auditor and as a Data Analyst in Investigative and Performance Audit Services. David participated in various performance audits, including the Office of Community Development Hazard Mitigation Grant Program, LA Granting Resources and Autonomy for Diplomas Act, Department of Health and Hospitals Performance Indicators, TOPS, and DHH Non-Emergency Medical Transportation. David’s Data Analysis Projects include the Southern University Jaguar Yearbook, DHH – Medicaid Participants Fees Paid for Deceased Individuals, DHH – Medicaid Participants Fees Paid for Incarcerated Individuals, DCFS – SNAP Benefits Spent After a Participant’s Death, as well as assisting multiple PAS audit teams with data analysis.

David Leingang is a graduate of Louisiana State University (B.S. 2005, MPA 2010). He is a Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP), and an ACL Certified Data Analyst (ACDA).



Chris Magee, MBA, CIA, CGAP, Senior Auditor II
 
Chris is a senior auditor with the Performance Audit Services (PAS) of the Louisiana Legislative Auditor’s office. Chris has been with the office since June of 2012 and has worked on various audits that evaluate the effectiveness and efficiency of programs by using data, including SNAP (food stamps), Alcohol and Tobacco Control, Payday Lending, Governor’s Office of Elderly Affairs, Adult Protective Services, Minimum Foundation Program, DHH Non-Emergency Medical Transportation, the Louisiana State Board of Dentistry, and the Office of Behavioral Health. Chris has also worked on one joint investigative project on the Department of Veterans Affairs.
 
Chris’ professional certifications include Certified Internal Auditor (CIA) and Certified Government Auditing Professional (CGAP). Chris has a Bachelor of Science degree in Management/Marketing from Louisiana College. He also received his Masters of Business Administration from Louisiana State University.

Paul Douglas is an Associate Director in P&N’s Control and Risk Advisory group, specializing in cyber security and IT risk management. I assist organizations with the adoption of cyber risk frameworks, regulatory compliance, IT audit services, leveraging technology to manage risk, and employee education. I have experience conducting reviews in accordance with the Health Insurance Portability and Accountability Act (HIPAA), the National Institute of Standards and Technology (NIST), the Payment Card Industry Data Security Standard (PCI DSS), the Federal Information Security Management Act (FISMA), and the Sarbanes-Oxley Act, among others.
